In December 2015, Hanjian Heshan successfully won the bid for the second batch of PCCP procurement (Lot 2) in the third batch of projects for 2015 for the Hubei Northern Region Water Resources Allocation Project, i.e., Lot 20 of the project, with a winning bid amount of approximately 886 million yuan. This was the largest lot in the entire project.
Located in Hubei, the Northern Hubei Water Resources Allocation Project was the largest investment-scale project among the 27 major water conservancy projects started for construction in China in 2015. Upon completion, 4.82 million people along the route in northern Hubei would bid farewell to drought and water shortage, drinking water from the Danjiangkou Reservoir. The project is a Class II project with a total construction period of 45 months and a total investment of about 18 billion yuan.
The project takes the Danjiangkou Reservoir as its water source, drawing water from Qingquangou in the Danjiangkou Reservoir. It traverses the Northern Hubei Upland from northwest to southeast, passing through Laohekou City, Xiangzhou District, and Zaoyang City in Xiangyang City; Sui County, Zengdu District, and Guangshui City in Suizhou City; and ending at Wangjiachong Reservoir in Dawu County, Xiaogan City. The total water conveyance line is 269.67 kilometers long. The entire project uses gravity flow and utilizes 36 reservoirs in the water-receiving area for joint operation, with 24 water distribution outlets. It is designed to supply water to a population of 4.82 million and irrigate an area of 3.635 million mu.
The project's main tasks are urban and rural domestic and industrial water supply, and agricultural water supply for the Tangdong area. By returning the agricultural irrigation and ecological water usage occupied by cities, it improves agricultural irrigation and ecological water conditions in the area, fundamentally solving the drought problem in northern Hubei. The plan for 2030 is to divert 1.398 billion cubic meters of water from Qingquangou. Based on guaranteeing 628 million cubic meters of water supply to the Tangxi Yindan irrigation area and without affecting the water transfer of the first phase of the Central Route of the South-to-North Water Diversion Project, it will supply an average of 770 million cubic meters of water annually to Northern Hubei. The project benefits an area of 10,200 square kilometers in Northern Hubei, ensuring the water security for the living and production of 67 towns.
